BART Running 24 hours a day during Bay Bridge Closure

BART will run trains 24 hours/day from the start of service this Wednesday morning at 4 am thru and including Monday night until midnight. Trains will stop running from midnight Monday night until 4 am. Tuesday morning so crews can prepare the system for the Tuesday morning commute. Caltrans plans to open the new Eastern Span of the Bay Bridge Tuesday morning.

 
WEEKDAY, WEEKEND & LABOR DAY SERVICE:

While the Bay Bridge is closed, BART will continue to operate trains on their normal schedules from all of BART’s 44 stations during the agency’s regular service hours. On Labor Day, however, BART will operate on a Saturday schedule.

During regular service hours, BART will increase its passenger capacity by running longer trains all day and will adjust train service to match the needs of weekend events, including A’s home games, Cal Bears football and America’s Cup finals.

The Bay Area depends on BART


It’s not just the 400,000 people who use BART every day who urge all parties to negotiate with purpose and avoid a strike.  Millions more will be impacted by congested roads, added pollution and lost time if service is disrupted.
 
On behalf of over one thousand members of the Oakland Metropolitan Chamber of Commerce and the thousands more who work with and for those members, we urge BART management and their unions to find a solution to their contractual disagreements.  And as you work diligently to come to an agreement that you not interrupt the service we depend on.  A strike is not just bad news for the parties involved, it is bad for the Bay Area and so we urge you to avoid a strike.

MUST WE TOLERATE A CITY OF RECKLESS DESTRUCTION?


If there is talk and no action, no enforcement, no consequences what is a business to do?

What are the rights of businesses in Oakland?

If demonstrations are invited to Oakland, as elected officials have openly stated, then who is responsible for the damage?

Who is to be held accountable for the destruction caused by anarchists? 

Business bears the cost of cleanup in the event of a welcomed demonstration turning violent?

If a business closes or loses customers and revenue because the City is deemed unsafe by residents and visitors, then who is responsible?

If someone is masked, then why are they not held, identified and questioned?

If someone brings a crowbar, hammer or object uncommon to a peaceful demonstration, then why are they not held, identified and questioned?

What rules are we as business people held to?  Are they the same for demonstrators’ gone rogue?

What does the compliance officer believe needs to be done? Do our police officers hesitate because of the Consent Decree? Are the rules clear?

Citizens have been threatened on Federal, State, County, BART and City property…  We believe this is a regional problem that requires a regional approach to a solution.

What is the answer???  We are ready to do our part and stand with the Community at large to work towards a permanent solution! A peaceful Oakland…

Keep the BART trains running

Everyone in the Bay Area needs BART to keep running. The undersigned groups represent thousands of employers across the Bay Area and employ hundreds of thousands of people.  All of us depend on a reliable multi-faceted transportation system.  Not just to get to and from work and to and from  school, but to make and receive deliveries, get to appointments and make all the routine trips needed to conduct our daily lives. 

Recent media reports suggest the possibility of a strike by BART's two largest unions, representing train operators, station agents, mechanics and maintenance workers. We urge all parties to remember the people you serve as you work out a new contract.  A strike will hurt millions of people who have no say in the negotiations.

As employers we recognize the need to manage costs.  We know the past few years have seen lost income and cutbacks for many  business owners and their employees.  Rising health care costs, pension costs and the need to keep capital equipment and facilities up to date are realities we all have to face.

So we understand the need for BART to normalize cost sharing with its’ employees.  To site just two examples, BART employees pay a flat rate of $92 per month regardless of the number of dependents they cover. It means, on average, BART employees pay just 5% of the total cost of the health insurance while BART pays the remaining 95%.  This is an unusually high cost for an employer to bear.

The imbalance is even greater when it comes to pensions. BART employees pay nothing toward their pensions. Most public and private employers share this cost with employees.

BART also must invest in new train cars and keep the system safe for riders and operators.  These investments don’t come cheap and provide all the more reason for smart spending and investment.


BART and the unions should dedicate themselves to the bargaining process to ensure the continuation of service tomorrow and the sustainability of the system in the future. This will require all parties to discuss the fundamental issue of costs and be committed to working towards a mutual agreement on cost sharing.

BART March Meetings with Small Businesses


BART is inviting small businesses* to attend one of their meetings scheduled throughout the Bay Area this month.
 
Construction contractors, vendors of goods and services, professional service firms or organizations that assist small businesses should attend. You will learn about BART initiatives to improve utilization of small businesses. Each small business in attendance will receive a packet of helpful information on how to do business with BART and other resources.

Business Opportunities, VTA/BART San Jose CA, Feb 7th


The Joint Venture Skanska/Shimmick/Herzog (SSH JV), invites businesses to participate in a FREE B2B matchmaking session for the BART Silicon Valley Berryessa Extension Project. The Berryessa Extension consists of the design, construction, and future operation of an approximate 10-mile extension of the BART system into Santa Clara County. The Berryessa Extension will connect to the track south of the BART Warm Springs Station in Fremont, and includes a retained-cut passenger station in Milpitas (Milpitas Station) and an above-ground passenger terminus station in San Jose (Berryessa Station). The project is approximately $772 million and is estimated to be of four year duration. We are working directly with the SSH JV general contractor to identify prospective and qualified subcontractors, suppliers and professional services for the following categories (but not limited to):

There is no charge to attend this event, and light refreshment will be provided. However, due to the expected large participation, the session will be assigned on a first-come-first-serve basis. New BART Car Rail Sourcing

If you saw the article in the January 30th Matier and Ross column in the SF Chronicle about BART's new fleet of rail cars being built overseas, you might have some questions about the sourcing on BART’s new rail cars. BART has respectfully asked that the record is corrected, their response is printed below:

BART’s new train cars will be assembled in America, not overseas.

That’s the law. The Federal Transit Administration (FTA) requires

that 60% of the value of the material be domestic and that final

assembly take place in the U.S. However, the FTA laws prohibit BART

from considering where in the U.S. the final assembly will take

place. If BART intends to use federal funds to help pay for these

much needed new cars, we cannot give preference to a car builder who

says they are going to assemble the cars in California or even the

Bay Area.



What BART can do legally and has done, is to provide an incentive in

the bid evaluation process for car builders to exceed the required

minimum 60% domestic content. BART's Buy America Bid Preference

Policy for Federally Funded Rolling Stock Procurements, a first for

U.S. transit agencies, factors in additional American-made content in

the price proposal scoring process, all in the interests of creating

and supporting American jobs.



The column also reported on the cost of our new fleet by citing a

funding agreement that includes engineering and inspection expenses.

These kinds of expenditures are important. Think of someone planning

to buy a piece of land and then build a new home on it; among other

things they need to hire a land surveyor and an architect to design

and oversee the project.



Designing the next generation of high performance train cars for the

unique features of BART is a quantum leap in complexity compared to

building a house. The estimated 16.9% on the base order of 260 cars

(total cost $1.3B) or 12.1% on an order of 775 cars (total cost

$3.2B) for those design, engineering, inspection, safety

certification, testing and warranty administration services is well

within the norm for transit agencies purchasing new vehicles. For a

contract of this size and complexity, prudent expenditures on project

management is protection against schedule delays and cost overruns.

They can help to ensure that the cars that roll out of the car

builder's domestic assembly plant are ready to provide safe and

reliable service to BART's 370,000 daily riders.



Based on the pricing in initial proposals for the new car

procurement, BART expects that the pricing in final proposals will be

such that BART will ultimately pay considerably lower average per car

prices if it is able to order all 775 cars as compared to only the

base order. Also, many engineering, design and testing costs are

payable to the car builder only for the base order of cars.



BART will continue to listen to the concerns of all stakeholders in

the new car procurement, but we need to continue to conduct the

procurement in a manner that complies with all applicable laws and

does not jeopardize federal funding.



We do need to replace all of our trains. We have the oldest train car

fleet in the nation. Many of our train cars are 40 years old and it’s

not only harder to find replacement parts, it takes more time and

labor to keep them running.



We want to collaborate with all the stakeholders in ensuring that

BART continues to provide safe, reliable transportation for future

generations of riders and to keep the Bay Area economy running.

What’s the economic risk of not reinvesting in BART? Consider the

fact that during the rush hours, BART carries 50,000 commuters across

the bay, as many as the Bay Bridge.
