Oakland seniors team up with district associations to make it easier to get around by Oakland North

Every Tuesday morning, Paul Tutwiler and his friends set out from the Lake Park senior complex in Oakland’s Gold Coast neighborhood wearing orange safety vests and carrying cameras and notebooks. Dressed in a khaki cargo jacket and green felt hat while on a recent outing, Tutwiler looked like a hoary Indiana Jones as the crew headed down 17th Street towards downtown, stopping frequently to examine the sidewalk.

“Now look, here’s a really bad one,” 83-year-old Tutwiler said, indicating a buckled block of sidewalk. “There’s a jagged edge that’s about three inches up and it’s caused by this tree, as you can see. If you are sort of shuffling along and you don’t lift your feet as high as your mother told you to, then you stumble on that.” He jotted notes on his clipboard before herding the group onward.
Most of the seniors who participate in this weekly walk are part of a Senior Citizen Task Force that works with the Downtown Oakland and Lake Merritt-Uptown district associations. The collaboration is dedicated to getting the neighborhoods’ seniors more engaged in their community. Tutwiler and the others want to make it easier for seniors to get to nearby restaurants and galleries—and one way to encourage people to get out is by tackling obstacles to mobility, like reporting troublesome patches of sidewalk to Oakland’s Public Works Department.

Making it easier for seniors to get around will help them build ties with people who live nearby—and they say it’s good for them and for Oakland. “We’re part of a senior community here, but you know, we want to be part of this community,” says task force member Bob Redman. “We want to be part of the positive things.”

Debate on Oakland City Budget starts tonight!

The possibility of more spending on police protection for the citizens of Oakland will compete for attention as the City Council begins the process of adopting a two year budget.  Over the past 4-5 years the city has seen revenues decline and this has led to service reductions across just about every department.  While the people of Oakland have suffered the most, employee unions have made concessions to help balance the budget.

The good news is Mayor Quan and City Administrator Santana report revenues are starting to revive somewhat.  Nevertheless it is clear we are far from fully recovered and careful budgeting is still required.  Structural deficits still total over $150 million over the next five years and if contributions to pension and health costs were made as they should be that five year deficit total would balloon to over $650 million.  And that doesn’t include the amounts the City is already behind in paying!

In the police department alone the number of sworn officers has fallen from 837 to 611. Civilian police staff has dropped by an even greater percentage from 394 people to 261.  Even with the just completed Police Academy and the two others starting this year the number of sworn officers will not reach even 700 officers.  If no further academies are scheduled the number will again start moving below the even intolerably low number we have today.

Even with these cuts of the last few years, police spending amounts to less than 20% of the overall city budget.  Public works takes up just a little more than 12% of all spending and the fire department 11%.  And yet in a city wide poll last Fall the people of Oakland identified road repair and police services as their clear top two priorities.

The City Council has made important steps to addressing our urgent public safety needs in the last few months.  We should continue to support those efforts.  At budget time many worthy and even not so worthy demands are made on the Council for funding.  We need to let them hear our voice calling for investment in saving lives and making our community safe!

Important Dates
April 2: Council budget workshop
April 15-19: Public Release of Proposed Budget
April 30: Presentation of Proposed Budget to City Council

May: Budget Town Hall Meetings Citywide
May 30: Proposed City Council Budget Hearing #1

June 13: Proposed City Council Budget Hearing #2
June 27: Proposed Final City Council Budget Hearing/Adoption

July 1: Implementation of FY 13-15 Adopted Budget

Oakland Chamber Wins Bid to Host Local SBDC

On April 2nd, the Oakland Metropolitan Chamber of Commerce will open the new offices of Alameda County’s Small Business Development Center (SBDC).
After an open solicitation process that concluded in January, the Northern California SBDC Lead Center announced the intent to award up to $215,000 in federal funds to the Oakland Chamber to host the local SBDC office and take over the day-to-day operations of the center.
The Alameda County Small Business Development Center (ACSBDC) provides free, one-on-one consulting and low-cost trainings to more than 2,000 small businesses in the county annually. The SBDC is a nationwide program which is funded by the U.S. Small Business Administration and local match funding to help small businesses start and grow in their communities.
The Norcal SBDC Lead Center – which oversees programmatic and fiscal operations of 11 centers in 14 Northern California counties – stepped in to manage the ACSBDC two years ago. Over that time the center has grown into a top performer in the region – with a specialty in helping small businesses access capital.

“This new funding will allow us to expand services for our members and all businesses throughout the county,” said Joe Haraburda, president of the Chamber. “The Alameda County SBDC, its program manager and existing 17 consultants have a long track record of solid performance filling the needs of local businesses. We intend to continue in that tradition.”
According to Alameda SBDC client surveys, positive impacts created through SBDC services in 2012 included more than $26 million in acquired loans and equity capital, $4.6 million in sales increases as well as the launch of 39 new businesses. Norcal SBDC Regional Director Kristin Johnson said that in searching for the right host for the ACSBDC, the Lead Center needed a well-established nonprofit with a similar mission and local match funding in order to draw down federal funding to provide services to the community. They also hoped to find a strong team that would be able to pick up where they left off.
“We are counting this search for a new host a success on all counts and we are excited at the prospect of having another chamber in our SBDC mix,” Johnson said. “We have long been interested in diversifying the types of places Northern California entrepreneurs can access our services and we’re confident that the Oakland Chamber team is going to add value to our network.”
The Alameda County SBDC will relocate to the Oakland Chamber offices at 475 14th St. on April 2nd.
For more information about how to apply for SBDC services, go to www.acsbdc.org or call (510) 208-0410.
About the Norcal SBDC Program: Small Business Development Centers of Northern California (Norcal SBDC) help individuals manage the growth of their businesses.
